Feather River Stewardship Coalition (FRSC)
Place-Based Collaborative
About
The Feather River Stewardship Coalition (FRSC) was originally formed following the Quincy Library Group, a collaborative initiative spanning Plumas, Sierra, Lassen, Shasta, and Butte Counties. Established in 2015, the FRSC is a diverse group of stakeholders working to improve the ecosystem health of both private and public lands within the Feather River Watershed, the headwaters of the state water project. The Coalition aims to integrate landscape-level ecological restoration across jurisdictional boundaries while fostering stewardship practices and supporting socioeconomic development within the watershed.

What We Do
In May 2024, Sierra Institute, alongside the Plumas County Fire Safe Council, re-initiated the FRSC as co-facilitators after the group’s hiatus due to the Dixie Fire and COVID-19 restrictions. Since then, the group has been gaining momentum, refining its collective vision for collaboration within the watershed. Participation has steadily increased as outreach and representation have expanded, bringing a broader diversity of perspectives. Current participants include local, state, and federal agencies, nonprofits, Tribes, and community groups, such as Firewise communities. The FRSC is entering an exciting phase as it identifies projects focused on improving forest and watershed health, while also enhancing community resilience against high-severity wildfire
Sierra Institute’s Role
In collaboration with the Plumas County Fire Safe Council, the Sierra Institute provides facilitation and strategic support to FRSC. Our goal is to support durable collaboration, reconnect past momentum with future vision, and center local leadership in the work ahead.
