The Almanor Basin Watershed Advisory Committee (ABWAC) was created in 2005 by the Plumas County Board of Supervisors as part of a Proposition 13 grant from the Department of Water Resources. Representatives on the Committee are selected by Committee vote and appointed by the Board of Supervisors. The Committee is supported in its work by a watershed coordinator employed by the Sierra Institute.

ABWAC has three subcommittees: Wildlife and Critical Habitat, Land Use, and Water Quality.

VISION STATEMENT: To guarantee a healthy watershed that ensures water quality and riparian and wetland habitat for fish, wildlife, and native plants while recognizing the importance of people's economic livelihood and quality of life.

GOALS AND OBJECTIVES:

  • Maintain and improve water quality and wetland and riparian habitat in the basin.
  • Establish a forum for education, coordination, cooperation, and community involvement.
  • Improve communications among individual residents, interested parties, and representatives of local, state, and federal agencies.
  • Provide assistance and advice to public agencies and interested stakeholder groups to assure more effective coordination and management of Basin resources.
  • Establish an ongoing comprehensive monitoring program for Lake Almanor and its tributaries.
  • Develop an action plan that includes an integrated, comprehensive watershed management program. The program will involve outreach and education activities, along with fish and wildlife habitat restoration plus monitoring activities to achieve and sustain watershed health.
  • Pursue and obtain grants and other funding needed for administration, implementation, and future activities of the committee.

The Committee is focused solely on the Almanor Basin (extending into Lassen County) and serves in an advisory capacity to the Board of Supervisors. The Committee works closely with existing organizations, such as the Water Quality Committee (now the Water Quality Subcommittee of the ABWAC), the 2105 committee, and others, to make policy recommendations to the Board of Supervisors.
